The National Resilience Council Hosted The 2025 Resilient Local Government Unit Program Colloquium

The National Resilience Council of the Philippines hosted The 2025 Resilient Local Government Unit Program Colloquium to share progress and updates from participating cities and municipalities in the NRC's Adopt a City Initiative. "From Surviving to Thriving: Transformative Strategies through Multi-Stakeholder Partnerships and Innovations," is a science and technology-driven public-private partnership that unites LGUs, academia, civil society and the private sector to advance the interconnected objectives of the Sendai Framework for Disaster Risk Reduction, Sustainable Development Goals, Paris Climate Agreement, New Urban Agenda and other global commitments. 


The colloquium and AAC enables corporations to move beyond disaster relief, investing in risk reduction through preparedness funding, prevention, pre-disaster recovery planning, and long-term resilience programs. By empowering LGUs, AAC promotes collaborative efforts to build safer, more resilient communities. 



The colloquium also welcomes NRCs private and public sector partners, with notable participation form the DENR, DNF, and UN ARISE Private Sector Alliance for Disaster Resilient Societies- Philippine network. SM Prime Holdings Chairman and NRC Co-Chairman for Private Sector Hans Sy; Austere Panadero, President of Zuellig Family Foundation and NRC Vice Chairman for civil organizations; and Fr. Jose Ramon Villarin, SJ,  Director of the Manila Observatory and NRC Vice Chairman for scientific organizations and academe, gave inspiring messages.

Cities in the AAC's Prepare phase- Baguio, Iligan, Mandaue, and Tiwi, Albay- presented their innovative disaster resilience strategies. Baguio City Mayor Benjamin Magalong said, "Baguio's resilience journey highlights the power of collaboration and national support." 

"I am very proud to say that because of Project Transform, together with our esteemed partners, Ormoc City is always on track in terms of environmental stewardship and resilience," said Lucy Torres-Gomez, Ormoc City Mayor.

Cities in the Adapt and Transform phase includes Naga, Cagayan de Oro, Iloilo, Bataan, Manila and Ormoc, also highlighted their advance strides.

The Resilience Competency Assessment (CompAss) was also launch during the event. It is a tool designed to strengthen LGU capabilities in disaster resilience. The colloquium also underscored the power of multi-stakeholder collaboration in driving transformative change. The NRC and its partners aims for a resilient Philippines and will continue to bring different sectors together and promote innovative measures.
